multiple drivers due to the non-tri-state driver

If you are using SystemVerilog HDL language, I would suggest you to use Pro edition of the Intel Quartus Prime software as Lite/Standard edition have limited language support (Ref: https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/po/ss-quartus-comparison.pdf)
