Modifying Max V UFM Externally

I have read about one way of modifying UFM during production via JTAG.

Document points to SVF to JAM converter which was written for previous versions of Win OS.

I am running Win 10 and the converter on Intel site doesn't work.

How do I get the converter to work on Win 10?

    Have you tried using Quartus Programmer to generate the JAM directly?

    There are no instructions on how to modify user data area in JAM file.

    The available instructions say that it is easier to do it in SVF.

    Can you point me to JAM file instructions on user flash area?
