Super ContributorYou are right, there are no license needed to use the libraries. Start edition of Modelsim does not need to pay as well.
However, if you want to use Intel FPGA IP(e.g. ethernet, tranceiver) you will have to pay for the license. https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/po/ss-quartus-comparison.pdf
nfrancquePlease be a bit more specific. I want to make sure it is okay to use the starter edition provided by Intel if my designs exclusively use Xilinx parts. Is there any contingency at all to using the starter edition?
