Hi,

You can use the latest version 10.6C.
Starter Edition not required license.

https://fpgasoftware.intel.com/18.0/?edition=standard&platform=windows&download_manager=dlm3

download ModelSim-Intel FPGA Edition (includes Starter Edition) and install.
