Lite edition 11.1 sp1 not available in 'lite' form

I'm trying to download and install Quartus 11.1 sp1 to set up a second machine for the production department to install firmware as they build our devices, and find that although 11.1 lite is available for download, 11.1sp1 lite is not available - only the 'standard edition' download, and we don't have a license to use it against.

Is 11.1 sp1 only available for those with a license?
