You are talking about the web version ?

as you might have seen here http://www.altera.com/support/licensing/setup/lic-setup-q2webedition.html (http://www.altera.com/support/licensing/setup/lic-setup-q2webedition.html) the web edition beginning with 8.1 no longer requires a license.

but sorry, no idea if it is still possible to get a fresh license for quartus 7.2 web
