Hi, I am new to Altera. Does Altera provide free software for simulation & synthesis like Xilinx Webpack. I guess the answer is yes and for that I have to download quartus ii web edition ...

Nope, you cannot convert from sub to web ediiton. All you need to do is download the web ediiton and install it again
