I am using Quartus II v11.1 and v16.1. But I don't know why it has a problem to successfully get a hardware setup through the USB JTAG, while using the programmer or signaltap.
I can see the USB-Blaster from the Device Manager, but I can't see the USB port in the available hardware items.

Thanks for your information. I've tried to install the driver again. It works now.
It is strange that I've used the QII for several years. I don't know why it needs to
install the driver again. Anyway, it works again now. Thanks.

First ensure the detection of Intel FPGA Download cable(USB Blaster) in Device Manager then refer the "Setting up the USB Download Cable Hardware in the Quartus Prime Software" from the link below,
