JESD204B IP included in any Quartus builds?

I'm working with a legacy design that utilizes the JESD204b comms IP and attempting to add some additional functionality. I attempted to compile using Quartus Standard 14.0 - the version used to create the last build - but the netlist failed due to files associated with that IP.

Is that IP included with any of the Quartus software packages?
