We use the WSL starting from Intel Quartus Prime Standard Edition version 19.1. Could you try to install the latest Quartus version and see if it works?
Try using Ubuntu 18.04 LTS for WSL, as mentioned in the document. Reference: https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/manual/quartus_install.pdf#page=6
I can't use a different version than Quartus 18.1 because of IP dependencies on a very large project.
I have tried using Ubuntu 18.04 LTS in WSL, but I get the same error.
Any other ideas?

Just for completeness, despite is is useless for me... I tried installing Quartus 19.1 in a WSL running Ubuntu 18.04 LTS, but I got the same result.
I start to think it isn't that much about a particular OS or Quartus version, but about WSL doing something funny with the libraries. - RichardT_altera5 years ago

Could you run the Quartus 18.1std without using the Ubuntu 18.04 LTS in WSL?

Yes, running in a Virtual Box machine it works.
