    Checked few minutes ago... Downloading links are now active again.

Count me in, I do have exactly the same problem. Tried to change DNS, all types of flushing, VPN changes. Everything else works perfectly but I can't access http://fpgasoftware.intel.com for two days now!

OS is WIN10 Pro 64-bit.
