Honored ContributorQuartus' help offer some info here. Refer to the "edif input file (.edf) (http://quartushelp.altera.com/14.1/mergedprojects/reference/glossary/def_edf.htm)" section.
Assuming you are able to run the code through Quartus you will then be able to use the Pin Planner to assign all the I/O. Cheers, Alex
