I need Export information regarding Altera programming pod an software (Is it EAR99)?

I need a formal response from intel/altera as to whether these items are exportable under export regulations, not informal advice from other users.

This has to do with export regulations, and manufacturers are the authority on the EAR categorization of their products.

I am interested in the export EAR category of :

Altera USB cable (PL-USB-BLASTER-RCN)

And

Software Altera Quartus II Programmer (32 bit), 12.0sp1 or newer
