got the jtag server back, till cannot program my sof file , I get the same error

Error: Unexpected error in JTAG server -- error code 89

Error: Operation failed

when I run jtagconfig I get this

jtagconfig

1) USB_Blaster [USB 6-1.1]

Unable to lock chain (Insufficient port permissions)

Any ideas what this maybe?
