Hmm, you could be right, the symlink might have to be re-made on each boot. I didn't check. But it's necessary. The jtagd binaries can't be changed to point directly to sysfs because the new string has to be able to fit inside the space reserved in the binary for the original string, and "/sys/kernel/debug/usb/devices" is longer than "/proc/bus/usb/devices".
