How to transfer a license to my colleague?

Hi,

I have a nios II ip core license (used as a fixed way), now I need to take a long leave, so I need to transfer it to my colleague.

I'm the administrator of the license, I know it's possible to manager the user according to this https://www.intel.com/content/dam/www/programmable/us/en/pdfs/education/demonstrations/online/licensing/how-to-assign-software-license-to-a-licensed-user.pdf

My question is how my colleague get a license file? Should he just log in and generate a license file by himself according to his computer information?

Anybody knows this?
