Hi,
To generate a .qsf file from the Intel Quartus Prime software, click Assignments > Export Assignments & then Open *.qsf from 'File'->'Open' Menu.

I'm trying to edit the QSF, but Quartus each time reverts my changes... Why?
How can I edit QSF without closing the Quartus?

If you're trying to manually edit the .qsf file for the project you currently have open and Quartus does something that requires it editing the .qsf, a dialog box appears asking whether to revert the file (I forget the exact text). It's not usually a good idea to just leave the .qsf file open while you're using the tool.
