How to create PLL with logic elements?

Hi, does anyone know a good design to create PLLs with logic elements? I dont have enough PLLs in the Cyclone III part I'm using.  Thanks

You can do this with synchronous cunters, but will possible stumble over the problem of speed. What are the input / output freqs ?
