how to creat an ekp file using Quartus II 13.0

when following the steps in <Using the Design Security Features in Altera FPGAs> on page 8 to creat an ekp file, I can not find the "SOF Files Properties : Bitstream Encryption dialog box". dialog box shown on my screen is as below:

    Did you request the design security feature license through Altera MySupport? The UG has stated it is needed if using this feature.

    "To enable the design security feature for Quartus II web edition, obtain a license file from Altera

    Technical Support.", pg6

    If u hv new subscription license, its already included with the encryption feature. Refer to Quartus II Software Licensing Questions and Answers>General > Q6 and Q7.
