Help: Quartus II Internal Error: Sub-system: QGQ - no Change Manager Window

I am using Quartus II 64 Bit Version 13.0. I run a project while I was running the same project in Quartus II 64 Bit Version 8.0.

I did that because I have just installed the Version 13.0 and I am not familiar with it. The problem is that unfortunately the quartus Version 13.0 presented this error

Then, I closed the Version 13.0 and I continued only with the Version 8.0.

Now, I tried to open the Quartus II 64 Bit Version 13.0 and it showed this error:

I have to say that I have not the Version 8.0 open as I had closed it. Moreover, I uninstalled the Version 13 and reinstalled it again but the problem has not disappeared.

Please help me. What is the problem and I cannot open it?
