I am generating a Free/Evaluation license for a new PC and getting a "Success" message, but the license file is not sent by e-mail and the license generation request is marked with "Submission Error"...

Probably, cookies...
YKorThe same. I generated a new licence and i recived many emails with licence. I think every email was submission error previously. In my mind the problem was in the generating licence system.
