Hello
You can evaluate the Nios II processor without a license by using the Intel FPGA IP Evaluation Mode, and then purchase a license for the Nios II processor only after you complete hardware testing and are ready to go to production. (Manual page 31)

I was able to get it into evaluation mode. I was uploading wrong .SOP file.

thought when I am trying to run the project I get an error that says "downloading elf process failed" and I seem not to get the right help from the forum on how to get around this error.

As that is effectively another new question about nios ii eds, I would prefer a new forum case to address it in Nios® II Embedded Design Suite (EDS) Forum with more description and may be sample project attached to get the support from Intel experts.
