For some reason, whenever I open an IP Parameter editor on my home PC, the IP Parameter editor wont open. I cannot edit any IP. Is that normal?

I have a license for Quartus Prime Pro Edition 18.1 and I made a companion license for my other PC at home.

Make sure you have the latest Java installed: https://www.java.com/en/download/manual.jsp
