Failure to obtain a simulation license

Why do I get the following error: "Failure to obtain a simulation license# Error loading design when opening a design to simulate in ModelSim Altera Edition?"

I just looked in the Modelsim bin directory, eg.,

C:\software\altera\11.0sp1\modelsim_ase\win32aloem

there's a copy of lmtools in there. Run it, and then click on the 'Server Diags' tab, and then click the 'Perform Diagnostics' button and you'll see something like this ...
