Search for 'lmtools'. You probably should look on Model Technologies, or Mentor Graphics web site though, not Altera.
I looked for a download link, but wasn't able to find one. The lmtools program is part of the FlexLM license manager that was provided by macrovision, but it seems that company no longer exists ...
File an Altera Service Request, since its Modelsim Altera Edition, and see what they recommend.
