Error using command line program function

I found it my self:

I use the "i" switch to "Initilalize Bridge Device" to set this option mentioned above.

So the cmd will be like this:

quartus_pgm.exe -c usb-blaster -m jtag -o ipv;"myfile"

This works with the .jic file
