You always can use online resource from http://quartushelp.altera.com but useful information stored in pdf and you can download them separately. check also http://www.altera.com/support/support-resources.html I am not sure if this trick can be applied what file should be borrowed from Quartus Prime (15.1) Help that allow launch of your local Quartus II 13 Help <- Perhaps all helpfiles . it is not included in standard installation package and can be used without quartus.
