Error reading masterData.xml

Hi, I am using the 64 bit version of Quartus 13.0.1 (the last version that supports my device) under Widows 7 with IE11. When I try to use Quartus Help, I get an error "Error reading maste...

Unfortunately, (as I mentioned previously) V13 is the latest version that I can use.

I didn't even find "We know about problem" on the Altera site.

I am not surprised that Altera would not put resources into fixing a (potential) issue in Release 13, but I would have hoped that they might be able to offer advice if this was/is a known problem with Quartus
