Does Quartus II Web Edition support SDK for OpenCL?

I want to know if Quartus II web edition supports Altera SDK for OpenCL. Also when I downloaded the tool from this link (https://www.altera.com/products/design-software/embedded-software-developers/opencl/downloads.tablet.html)(pls click on link) , it has downloaded the subscription edition. Is there some way to enable the web edition on this sub edition installed package so that it becomes free of cost.?
