Device file for MAX V is broken

This is an apparent known bug for windows 8.1 and quartus.

According to this forum, there was a patch installed.

I know quartus is at 15.0.2 now (check the updates tab) so I would try that first and then run.

Personally I'm running linux and didn't have the problem you mentioned.
