Cyclone II is not supported by the latest version of the tools.

Goto Altera's download center (https://www.altera.com/downloads/download-center.html). Click on the 'Select by Device' tab, select Cyclone II and it'll point you at the version you need. Looks like you need Quartus 13.0 sp1.
