I am able to compile but I still have these strange issues with the .pof files not being created and some errors not being reported by the compiler.

Ok,
when using a pof file you need a configuration device. In the Quartus default settings the
generation of prog files for the configuration device is disabled ( I don't know why ??).
You can change the setting by:
Assignments -> Device -> Device and Pin Options ... -> configuration
Switch on "Use Configuration Device" and select your configuration device.
