create or modify prj via script

is there a guide or example on how to create or modify existing prj via script. for example i create prj for cyclone 3, then compile everything, but want to change parts/familys, i need a script to change to correct part and recompile all the ip within it.

i notice the generated script form project only open existing prj, not create a new one.
