Board 'de1soc' not found.

From what I can see, you are not at all supplying the --board switch with your board name in the command line. Also make sure that "board_spec.xml" does exist in the path that the "AOCL_BOARD_ROOT_PACKAGE" is pointing to; it seems in your case, AOC cannot find that file either. I am not sure but based on the error message, it seems you might have to use slash ("/") instead of backslash ("\") for the environmental variables related to AOC on windows.
