Have you tried re-installing your Quartus installation? I would suggest upgrading to the latest version of Quartus Web Edition v10.00 (just released), or al prev version 9.2.

Make sure that you have created a new project correctly choosing the correct logic device and configuration, if you are trying to make assignments, make sure you have imported the appropriate pin assignments or defined them yourself.
