A question about the toggle in early power estimation (EPE)

Hi I have used the EPE tool based on excel. I cannot determine the value of the toggle. I have some questions about the toggle values. Are the toggle values in the "Logic", "Ram", "DSP", "IO" the ...

That depends on clocking only. a signal that changes every clock has toggle rate of 100% e.g. first lsb of an active counter. It does not differ whether it is logic or other blocks.

It is obviously hard to get the correct average over a large project but is just an estimate. You might just use the default value of, I think of 13%
