VIP Suite Deinterlacer IP - Vertical Flickering Problem

The problem is about an old display card project. An interlaced video is converted to the progressive video in Cyclone III. To do that, Deinterlacer v12.1 IP in VIP Suite has been chosen. The video input causing problem is a camera record with some fixed text and symbols at the up and bottom corners of the screen.

When the Bob or Motion Adaptive algorithms are chosen in the Deinterlacer IP, vertical flickering problem is seen in the stationary text and symbols. When the weave algorithm is chosen, such a problem is not seen, as expected. However, mice teeth problem is seen in the moving objects at the camera record.

Is there any advice to eliminate both of the Mice Teeth and vertical flickering problems? It is not possible to migrate the development environment from Quartus II v12.1 to a newer version.

    May be Video recorded is not in sync with the design.

    You can use signal-tap for debugging. Please attache the same.
