Target is broken and needs to be reset

I got this error when trying running in Eclipse

I am prying that my error and the error in that thread are the same?

If they are one, I really do not know how to check these ideas?

1.Your clock is not running

2.Your reset is permanently asserted

3.The instruction or data bus attached to the processor has locked up because of a bad slave
