Quartus II with ubuntu 11.04

I installed Web Version of Quartus 11.1 (no Service Packs) from iso file (11.1_173_acds_linux.iso) on Ubuntu 11.04

You haven't installed Web Edition, you must have installed the subscription edition.

Your USB-Blaster setup looks fine.
