How to send file from host to linux in cyclone 5

How send file from host computer to linux on cyclone 5. SCP command does not work. When i type on embedded_command_shel scp file root@ip_adress:/file it gives me error - ssh: connect to host ipadress port 22: Connection refused. I do not know what to do with thsi error.:(
