how get o write data from JTAG UART in windows?

my hardware is EP2C8Q208, SDRMA and JTAG uart , i program this and it is ok,

How can write or read to the Jtag Uart, this work in nios ii console, but

trying to get data from this port in any program like visual Basic, C++ borland etc

Can i read, write from windows without the nios 2 console to the port Jtag uart?
