Eclipse doesn't see USB-Blaster

I'm about to jump off a cliff. I've installed Soc EDS from Altera, both pro and standard versions, both before and after the Quartus tools, on both Windows and Linux, on both old and fresh vers...

I have read in a few places that the Community edition doesn't support bare-metal debug. I guess that's my answer. I thought I had read that, then read that the Community edition does in fact support bare-metal debug, but I don't know where I read that, and my experience shows that it doesn't support bare-metal debug.
