telnet involves a tcp connection and may be affected by flaws in your application.

You'd better start with a simple: ping <IP_address>

Anyway if you have concerns on ethernet interface and fpga configuration and timing, you need more specific tests.

What are you using, Nichestack? uC/OS2 or superloop?
