Can I connect USB to logic part on Altera SoC's

Hi, I want to connect the USB OTG of ARM to the programmable part. Can I do that? Thanks,

Referring to the "USB OTG Controller Block Diagram", where do you want to connect the FPGA logic fabric? What do you want to achieve?

If at all, the USB-PHY connection side could be wired to FPGA-IOs. Question is, why?
