burn two max 10 in 2 hours, someone please tell me the power on/off secquence

burn two max 10 in 2 hours, someone please tell me the power on/off secquence of the altera fpga and jtag i use 5 years xilinx and recently i want to use altera i think may be my bad habits make...

the max10 just don't program

i tried many times, power off and then power on the device(with the usb-blaster connected), but it still can not be programmed.

so i am sure that the max10 is broken.
