What is the PCIe Hard IP Cyclone IV design path.

I am trying to find out how to make use of the PCIe Hard IP for the Cyclone IV. I see the entries in the Quartus Prime Lite for the Cyclone V PCIe in the IP catalog but there is no entry for PCIe in the Cyclone IV GX catalog.
