Are you still looking for answers on the topic that you posted? Anyway, I try to answer.
Dynamic Reconfiguration is required if you want to change certain features as mentioned in the following link:
7.1. Dynamic Reconfiguration Features
If not required the associated reconfig_<> signals can be either left unconnected or connect as per guideline in the description against each:
6.1.10.4. SERDES Control Signals
