there's a signal inside the ip, called "...|inst_phy|inst_xcvr|rx_is_locktoref[3..0]", which should be "F" but not always.
i know there used to be issues here previously but they were solved and everything is working with quartus 16.2
i used to have parameters regarding iopins (OUTPUT_IO_TIMING_NEAR_END_VMEAS and OUTPUT_IO_TIMING_FAR_END_VMEAS, set to "HALF VCCIO" and "HALF SIGNAL SWING" for both rise and fall)
both parameters are not being supported in quartus 19.2, so removed.
could these signals have anything to do with the system not working?
im stating this since everything seemed to work just fine with this project when compiled using quartus 16, i know there can't be anything too bad with the circuitry itself, since i can still switch back to quartus 16.2 and everything is working
I don't know if ill be able to get those test with the oscilloscope done but ill try to, and again - i don't think there's anything too bad since its working with quartus 16 ...
