Intel IP for Startix-V GX FPGA

I have purchased a Stratix® V GX Transceiver Signal Integrity (SI) Development Kit to implement high speed SERDES interface and GigE applications. I want to purchase Quartus Prime Standard Edition along with IP-10GBASEKRPHY and IP-TRIETHERNET on perpetual basis. I am not getting any support or information from local Intel distributers in India. Kindly suggest how to proceed to purchase directly from Intel.
