I'm using MAX10 Dev Kit revC and I would use the DDR3 (64Mx16) with Quartus Prime Version 18.1.0 Build 625 09/12/2018 SJ Lite Edition

    Try on the new version of Quartus, if not the issue is not been resolved in the new Quartus version
